"Top Experts" should not include people with negative reputation.

With the influx of spam recently, there are a few users who have gained quite a bit of negative reputation. Yet somehow, these people are showing up on the list of Top Experts in the side panel.

I don't know why that is, since as far as I can tell, they've only received downvotes. I presume if we had more people around here that were active, their upvotes would overwhelm the spammers, but that's not happening right now.

My vote is that we should just not show people that don't have a net positive vote total from the last week (or whatever the time frame is). If that means we've only got one or two "top experts", so be it. But short of that, literally anybody with 0 total reputation should show up on the list before somebody who has only gotten downvotes in the time frame.

I think it looks bad on the site for the Top Experts to include somebody with -29 Karma, like Rock Time currently has...
